A Magyarországról szóló legfrissebb elemzések alapján a közfoglalkoztatásra költött milliárdokat inkább ablakon kidobott pénznek lehet aposztrofálni. Az Európai Bizottság és az IMF anyagaiból kiderül, mi a baj a magyar kormány egyik “szent tehenével”, s mi mást kellene támogatni.

Orbán Viktor miniszterelnök a közelmúltban arról beszélt az egyik rádiós nyilatkozatában, hogy a mostani kormányprogram egyik legfontosabb eleme a teljes foglalkoztatás, vagyis – megfogalmazása szerint – szeretne a ciklus végére eljutni oda, hogy az aki akar dolgozni, az találjon munkát. Ez nem jelenti azt, hogy olyan munkát fog végezni, amit szeretne, de tud dolgozni – mondta a miniszterelnök, aki azt is leszögezte: a következő években marad a közmunka.

A kormány májusban határozott arról, hogy – a közfoglalkoztatás 2014-es céljainak teljesítése érdekében – az év végéig havi átlagban 200 ezer ember napi nyolc órában való foglalkoztatását kell biztosítani. A kormányhatározat szerint ezen túlmenően a közfoglalkoztatásért felelős miniszternek fel kell mérnie, hogy milyen reális igény van a havi átlagosan 200 ezernél több közfoglalkoztatottra. A többletlétszám foglalkoztatására tervezetet kell készítenie, és ezt július 15-ig be kell mutatnia a kormánynak. Mindezek megvalósításához szükséges többletforrásokra ugyancsak július 15-ig kell javaslatot tennie.

A határozat szerint a kormány továbbá felkérte a közfoglalkoztatásért felelős minisztert arra is, hogy július elsejéig vizsgálja meg a lehetőségét a határozatlan idejű közfoglalkoztatási munkaszerződések és ezek felmondása jogi feltételrendszerének kialakítására.

Határozatlan idejű közmunka

Ez lényegében azt jelenti, hogy a kormány új jogintézményt akar létrehozni a határozatlan idejű közfoglalkoztatásra. Ez amellett, hogy lehetőséget ad a minimálbéres foglalkoztatás megkerülésére – lenyomva ezzel a béreket -, tovább nehezítheti a közmunkában foglalkoztatottak visszavezetését az aktív munkaerőpiacra, vagy rosszabb esetben növeli annak az esélyét, hogy az így foglalkoztatottak tartósan “beleragadjanak” ebbe a foglalkoztatási formába.

A magyar kormány általában az impresszív munkanélküliségi és foglalkoztatási adatokkal szokta alátámasztani a munkaerőpiacon elért eredményeit, ám ennek fenntarthatóságát nemcsak az Európai Bizottság, hanem az IMF is vitatja. Előbbi kritikái ellen az országspecifikus ajánlások közzé tételét követően – egyebek mellett a munkaerőpiacra vonatkozó megállapításokat illetően is – kifogásokat emelt, és több ponton kérte a szöveg módosítását. Varga Mihály nemeztgazdasági miniszter a június 20-i uniós gazdasági- és pénzügyminiszterenek tanácskozás (Ecofin) szünetében arról beszélt, hogy a bizottság elismerte, hogy a foglalkoztatás és munkanélküli ellátás területén a magyar intézkedések is a munkaerőpiaci aktivitást célozzák. Ugyanakkor azt is elismerte: itt még folyik a vita, valószínű, hogy a szöveget nem módosítják. (Azóta már kiderült, hogy ezen az ajánlási szövegen végül nem változtatnak – a szerk.)

A közmunka megítélése viszont inkább negatív – legalábbis ez derül ki mind az Európai Bizottság Magyarországról szóló országspecifikus ajánlásaihoz kapcsolódó, részletes elemzést tartalmazó munkaanyagából, mind az IMF IV. cikkely szerinti szokásos éves felülvizsgálatának részletes elemzéséből. Mindkét elemzés azt állapítja meg, hogy a közmunka drága, ráadásul nem is hatékony, azaz nem teljesíti azt a feltételt, hogy a munkanélkülivé váltakat visszavezesse az aktív munkaerőpiacra.

Mit mond az Európai Bizottság?

Az Európai Bizottság elemzése szerint Magyarország még mindig jelentős strukturális munkaerő-piaci problémákkal küzd: a munkát terhelő adók nem foglalkoztatásbarátak bizonyos rétegek – főleg az alacsony keresetűek – számára, amelyek jelentős korlátot is jelentenek. Túl rövid a munkanélküli segélyek folyósításának ideje, jelenleg 3 hónap (ez az EU-ban a legrövidebb időtartam) szemben az átlagos, több mint egy éves időtartammal, ami egy új munkahely találásához szükséges. A brüsszeli javaslattevő-végrehajtó testület szakemberei szerint, a munkanélküli segély csökkentése ugyan ösztönözheti az álláskeresést, de az ilyen rövid időtartamú jogosultság alacsony jövedelmezőségű csapdává is válhat, továbbá olyan munkaerő-piaci anomáliákhoz vezet, melynek során a rendelkezésre álló pozíciókat nem az arra megfelelő képzettséggel rendelkezők töltik be (mismatches). Ennek oka a bizottság szerint, hogy miközben nagyon limitált a munkalélküli segély juttatása és a munkanélkülivé vált egyénnek nincs megfelelő anyagi megtakarítása, a munkát kereső arra kényszerül, hogy a közmunkaprogramhoz csatlakozzon. Vagyis belekényszeríti a közmunkaprogramba az állás nélkül maradtat. A programból az aktív munkaerőpiacra kerülés esélye mindezek mellett nagyon korlátozott, ami miatt a munkanélkülit hosszú távon tarthatja távol a nyílt munkaerőpiactól.

Nem hatékony, de bővül

A közmunkaprogramokat hatékonytalanságuk – és a bizottság tavalyi ajánlása – ellenére a kormány tovább kívánja bővíteni, sőt, a költségvetési keretét is növelte, így a közmunkaprogram 2013-ban már mintegy 390 ezer embernek biztosított részmunkaidős jövedelmet – ez a teljes munkaerőállomány 9,6 százaléka -, szemben a 2012-es 316 262 fővel. A bizottsági elemzés ugyanakkor hozzáteszi: a kormányzati adatok – amelyek átfedéseket is tartalmazhatnak – ugyanakkor azt mutatják, hogy 2013-ban a közmunkaprogramot elhagyók 13,3 százaléka talált magának munkát 180 napon belül a versenyszférában. A bizottság szerint azonban még a magasabb arányszám is azt mutatja, hogy a közmunkaprogram nem tud javítani érdemben az abban részt vevők foglalkoztathatóságán.

Miközben az ennél nagyobb hatékonyságot ígérő, úgynevezett profilrendszer bevezetését a magyar kormány újra elhalasztotta, amit azzal indokolt a bizottsági elemzés szerint, hogy az informatikai rendszere még készül, és az vélhetően csak 2016-tól lesz elérhető. A célzottabb állásközvetítésre alkalmas rendszer elkészítésének felgyorsítása azonban az állami foglalkoztatási hivatal adminisztratív terhén is enyhíthetne és javíthatna a személyreszabott szolgáltatások kialakításán, amellyel az aktív munkaerő-piaci eszközöket is hatékonyabbá lehetne tenni – jegyzi meg az bizottsági elemzés.

A bizottság elemzésében elismeri ugyan, hogy a közmunkaprogram a gazdasági növekedéssel és a nők munkaerő-piaci aktivitásának növelésével segített a munkanélküliség visszaszorításában, és sikerült növelnie az ország egyébként is alacsony foglalkoztatási rátáját, de a közmunkaprogram kiterjesztését a bizottság nem tartja fenntartható intézkedésnek, miután úgy szívja el az aktív munkaerő-piaci intézkedések elől a források nagy részét, hogy közben a nyílt munkaerő-piaci integrációban nem bizonyul hatékony intézkedésnek.

Az IMF kritikáival nem volt gondja a kormánynak

Bár a bizottság kritikáival a kormány több ponton nem értett egyet – amelynek hangot is adtak – az IMF IV. cikkelye szerinti szokásos felülvizsgálat alapján készült részletes elemzéssel kapcsolatban nem voltak ilyen kirohanások a magyar kormányzat részéről, pedig az sem fogalmazott kíméletesebben a magyar gazdaság – azon belül a munkaerőpiac – állapotáról. Ez az elemzés is megemlíti ugyan, hogy a magyar kormány jelentős lépéseket tett a munkaerő-piaci aktivitás és a foglalkoztatás javítása érdekében, és megállapítja, hogy 2013 végén a foglalkoztatási ráta megugrása úgy valósult meg, hogy a magasabb aktivitási ráta csökkenő munkanélküliséggel párosult, de azt is hozzáteszi, hogy a foglalkoztatás növekedésének nagy részét a közmunkaprogram kiterjesztése adta – 2013 végén a teljes foglalkoztatottság mintegy 5 százalékát adta a közmunkaprogram. Vagyis – a bizottsághoz hasonlóan – az IMF elemzői is úgy látják, hogy bár a munkanélküli segélyek visszavágása relatíve sikeresnek bizonyul abban, hogy az aktivizálható munkaerőt visszaterelje a munkaerőpiacra, de az intézkedések abban már nem tűnnek sikeresnek, hogy az álláspiacon megjelenő többletmunkaerőt fenntartható módon szívja fel a piac. Az IMF szerint ugyanis közmunkaprogram nagy kiterjedtsége elfedheti a magánszféra lassú munkahelyteremtésének proplémáját, ezért a versenyszféra fenntartható munkahelyteremtése érdekében sokkal többet kell tenni.

Az IMF – a bizottság elemzéséhez hasonlóan – arra mutat rá, hogy a kormány munkaerő-piaci intézkedései továbbra is a közmunkaprogramokra összpontosulnak, az állami foglalkoztatási szolgálat, illetve más aktív munkaerő-piaci intézkedések finanszírozásának rovására. 2011-ben a munkaerő-piaci intervenciók költségei a GDP-nek mindössze 1 százalékát tették ki, amelynek csupán mintegy egyharmada volt aktív munkaerő-piaci intézkedés. Az IMF ehhez még azt is hozzáteszi, hogy még e nagyon korlátozott költségvetésen belül is jelentősen csökkent az állami foglalkoztatási szolgálat finanszírozása, ezzel egyidőben pedig a közmunkaprogramokra fordított összegek (amleyeknek több mint 80 százalékát a bérek teszik ki) jelentősen nőttek. Idén várhatóan mintegy 400 ezer emberre terjedne ki a közmunkaprogram, ami a teljes foglalkoztatás 10 százalékát tenné ki.
