Az Egyesült Államok be(le)lépett az Európai Unióba?

A minap a New York Times szerkesztőségi cikkben felszólította az Európai Bizottságot és Juncker új bizottsági elnököt, hogy Orbán tusnádfürdői beszéde miatt az EU időlegesen vonja el a fejlesztési pénzeket Magyarországtól, illetve hazánk szavazati jogát is fel kellene függeszteni. Kérdésem ezek után: az USA talán időközben belépett az Európai Unióba? Mert ha nem, akkor ez a nyomásgyakorlás az EU új vezetőire teljességgel elfogadhatatlan.

A New York Times cikkét különösen az teszi veszélyessé és problematikussá, hogy szerkesztőségi állásfoglalásként jelent meg, s aligha tévedünk nagyot, ha azt mondjuk, hogy a lap szerkesztőségi állásfoglalásai nem állnak távol az amerikai kormányzati körök véleményétől.

Nemkülönben döbbenetes az, hogy – mint az EU-tól teljesen független ország mértékadó, „mainstream” lapja – egészen konkrét büntetőlépéseket javasol. Egyfelől azt követelik, hogy az EU a Kohéziós Alapban a Magyarország számára 2014–2020 között időszakra biztosított 21,91 milliárdos eurós, infrastrukturális fejlesztésekre szánt keretét csökkentse, nyilván addig, amíg a magyar kormány ismét „jó útra” nem tér.

Másfelől javasolják, hogy Magyarország ellen eljárást kellene kezdeményezni az Európai Unióról szóló szerződés 7. cikkelyére hivatkozva, mely lehetővé teszi, hogy megvonják a szavazati jogot attól a tagállamtól, amelyben komolyan felmerül a 2. cikkelyben felsorolt értékek megsértése, beleértve ebbe a jogállamiságot, a szabadságot, a demokráciát és az emberi jogokat…

Csak olvasunk és bámulunk.

Mi történne akkor, ha mondjuk a Frankfurter Allgemeine Zeitung vagy a Le Figaro szerkesztőségi állásfoglalást tenne közzé arról, hogy, mivel az Egyesült Államok egyik tagállama megszegné az államok alkotmányát és föderális szerződéseit, ezért igen konkrét és kézzelfogható szankciókat javasolna az elnöknek és a kongresszusnak az adott tagállam ellen?

Egyáltalán, elképzelhető lenne ez?

Természetesen nem, mert az EU-tagországoknak és azok vezető szerkesztőségeinek semmi köze ahhoz, hogy mi történik Amerikában az egyes államok és a szövetségi állam között. Nonszensz lenne, hogy az EU egy tagállama hangját hallatná az ügyben, hogy töröljék el a halálbüntetést az USA egyes tagállamaiban.

És nonszensz az is, amire a New York Times szerkesztősége – khmm – jutott.

Először talán jelentkeznie kellene az USA-nak az EU-ba, fizetnie kellene a tagállamok szokásos hozzájárulását a közös büdzsébe, s utána már javasolgathatna szankciókat egyik-másik tagország ellen (persze akkor sem fennhéjázóan, pökhendin és megalapozatlanul). Amíg azonban ez nincs így, addig elfogadhatatlan és visszautasítandó minden ilyen beavatkozási kísérlet.
Az EB-t nem izgatja
Nincs hozzáfűznivalója az Európai Bizottságnak Orbán Viktor magyar kormányfő Tusnádfürdőn elmondott beszédéhez – közölte Jonathan Todd, a brüsszeli testület szóvivője.

De ennek a példátlan akciónak a hátterét megérthetjük, ha elolvassuk a minapi The Wall Street Journal-cikket, amely az illiberális eszme előretöréséről szól – természetesen Orbán tusnádfürdői beszédétől „ihletve”. A lap véleménycikke szerint az, hogy világszerte csorbát szenvedett a politikai és gazdasági szabadság eszméje, annak a következménye, hogy az Egyesült Államok visszavonult globális vezető szerepétől…

Nos, ezt a véleményt szerintem nem mindenki osztja.

Amíg az USA vette a bátorságot, hogy a szabadságot és a demokráciát „megvédje és terjessze” a világban, jelentős károkat okozott a szabadságnak és a demokráciának. Afganisztánban a tálib „terrorism” elleni évtizedes küzdelem oda vezetett, hogy a tálibok állnak a lábukon és még az újabb hatalomátvételt is megcélozhatják, minden más probléma pedig változatlan maradt. Irakban „bevezették” a demokráciát, aminek az lett a dicsőséges eredménye, hogy jelenleg teljes a káosz az országban, véres etnikai és vallási ellentétek feszülnek az iraki elit és a nép egyes csoportjai között. Az USA szabadságvédő és -terjesztő eredménytelenségének egyetlen oka van. Az, hogy a demokrácia és a szabadság intézményeinek bevezetése – szabad választások, emberi és állampolgári jogok stb. – önmagában nem elegendő ahhoz, hogy az adott országban valóságos demokrácia jöjjön létre. A demokráciának ugyanis kulturális, történelmi, társadalmi, vallási stb. feltételei is vannak, s ki kell mondani: utóbbi feltételek fontosabbak és erősebbek, mint az intézményi-jogi feltételek.

Az Egyesült Államok a saját, szabadságra és demokráciára épülő intézményrendszerét a saját történelmére, kultúrájára és szokásaira alapozta. Minden más ország és régió is csak az utóbbiakra tud építeni egy működőképes rendszert, s ahogyan a forradalom exportja nem lehetséges (erről Che Quevara Bolívia kapcsán tudna mesélni), úgy a demokráciáé sem.

Orbán közvetetten erről beszélt, s többször leszögezte beszédében: a szabadság és az emberi jogok – tehát az EU-s szerződés 2. cikkelyében foglaltak!! – alapvető és megtartandó értékek.

És ezek után meri azt írni fenyegetően az említett lap, hogy „Orbán azt hiszi, semmit sem kockáztat”.

Igen, Orbán valóban azt hiszi, hogy semmit sem kockáztat, ha elmondja a világhelyzetről a véleményét – például Tusványoson –, mert hisz a véleménynyilvánítás szabadságában, s hiszi, hogy ezt a szabadság őshazájában is így gondolják.
