Mandátumszámítás az Európai Parlamentben és a bizottságokban

Tegnapi lapunkban megjelent interjúban Hidvéghi Balázs, a Fidesz újonnan megválasztott EP-képviselője beszélt a D’Hondt-módszerről. De mi is pontosan ez a módszer?

A különböző választási rendszerekben többféle mandátumelosztási módszert is alkalmaznak, ezek egyike a D’Hondt-módszer, amelyet használnak többek között az európai parlamenti, és a magyar parlamenti választások esetén a pártlistás és töredékszavazatok után járó képviselői helyek kiszámításakor is.

A módszer Victor d’Hondt belga matematikus nevéhez fűződik, aki 1878-ban mutatta be azt a nyilvánosság előtt. A matematikai képlet ismertetése helyett álljon itt egy egyszerűsített magyarázat egy táblázat segítségével. Vegyünk egy egyszerű esetet, és tekintsünk el bejutási küszöb, egyéni körzetek és bármilyen egyéb bonyolító tényező alkalmazásától, és vegyünk egy tisztán listás szavazást példaként. Írjuk fel egy táblázatba a részt vevő pártokat, és melléjük első oszlopba az általuk kapott szavazatok számát, majd a következő oszlopba a kapott szavazatok felét, majd a harmadát, negyedét, ötödét, és így tovább. Majd a táblázatban nagyon leegyszerűsítve megkeressük 10 mandátum esetén a 10 legnagyobb számot, 100 esetén a 100 legnagyobbat. A mellékelt ábrán 1000 szavazóval és 10 kiosztható mandátummal mutattunk be egy példát fiktív pártok fiktív eredményei alapján.

Jól látható, hogy a „Pirosak” végül 5 mandátumot kapnak, az összes felét, annak ellenére, hogy eredményük alatta marad az 50 százaléknak, ezért is tartják úgy, hogy a D’Hondt-módszer kicsit inkább az erősebb pártoknak, a stabilabb kormányzásnak kedvez.

Hidvéghi Balázs egyébként annak kapcsán emlegette a módszert, hogy az Európai Parlamentben a belső szervezet kialakításakor is használják például a bizottságok tagjainak és vezetésének kiválasztásakor, de ez csak szokás, mert az EP szabályzata nem közli a mandátumszámítás módszerét. A szakbizottságok megalakulását idén különösen érdemes lehet követni, hiszen a Fidesz bejelentette: ezekre a testületekre kíván koncentrálni.

Politico: Kemény küzdelem folyik az uniós csúcspozíciókért

Az uniós intézményeket irányító Európai Néppárt (EPP) politikusai úgy akarják továbbra is megtartani a hatalmukat, hogy a csúcspozíciókért folytatott harcot egy kétszemélyes küzdelemmé változtatják Angela Merkel német kancellár és Emmanuel Macron francia elnök között – írta tegnapi elemzésében a brüsszeli Politico. Amennyiben Macron, aki a liberális ALDE pártcsaláddal lépett szövetségre, nem hajlandó olyan megállapodásra, aminek értelmében az EPP megtarthatja az Európai Bizottság elnöki székét, a konzervatívok abban bíznak, hogy a néppárti Merkel majd átgázol rajta, és együttműködést alakít ki a szociáldemokratákkal és a zöldekkel. Egy ilyen formációban Manfred Weber néppárti csúcsjelölt megkaphatná a bizottsági elnöki széket, az Európai Parlamentet a zöldek, a Tanácsot pedig szociáldemokraták vezetnék, vagy megkaphatják helyette a kül- és biztonságpolitikai főképviselői posztot is. Amennyiben azonban sikerül megállapodni Macronnal, a liberálisoké a Tanács, vagy Merkel akár nagylelkűen átengedheti az Európai Központi Bank vezetését egy francia jelöltnek, noha a németek is pályáznak rá. Számolni Macron is tud – írták –, ezért agresszív kampányba kezdett a szociáldemokraták megnyerésére. A bizottsági elnököt első körben a Tanácsnak kell jelölnie, a tagállami állam- és kormányfők között viszont nem áll túl jól az EPP – jegyezte meg a Politico. Ma egyébként várható előrelépés az osztozkodásban, ugyanis Brüsszelben a Néppárt, a szociáldemokraták és a liberálisok képviseletében egyeztetnek kormányfők, mindegyik pártból ketten.

Various electoral systems are used in a variety of electoral systems, one of which is the D’Hondt method, which is used, inter alia, to calculate the seats for party listings and votes in the European Parliament and Hungarian parliamentary elections.

The method is associated with Victor d’Hondt’s Belgian mathematician, who presented it to the public in 1878. Instead of describing the mathematical formula, here is a simplified explanation using a table. Take a simple case and look at the use of access thresholds, individual districts and any other complicated factors, and take a purely listed vote as an example. Write down the participating parties in a table and add the number of votes they receive in the first column, followed by half of the votes you received, followed by a third, a quarter, a fifth, and so on. Then, in the table, we find the 10 largest numbers for 10 mandates, and 100 for 100. In the attached figure, we presented an example of a fictitious party’s fictitious results with 1000 voters and 10 assignable mandates.

It can be clearly seen that “Reds” finally receive 5 mandates, half of them, despite the fact that their results remain below 50 percent, so they consider the D’Hondt method a little more for the stronger parties, for more stable governance .

By the way, Balázs Hidvéghi mentioned the method of using the internal organization in the European Parliament, for example, when selecting the members and management of the committees, but this is a custom, because the EP’s rules do not provide a method for calculating the mandate. The formation of commissions may be particularly worthwhile following this year, as Fidesz has announced that it intends to focus on these bodies.

Politico: There is a tough fight for top positions in the EU

The politicians of the European People’s Party (EPP), which manages the EU institutions, want to continue their power to turn the battle for top positions into a two-man struggle between German Chancellor Angela Merkel and French President Emmanuel Macron – wrote the Politico in Brussels yesterday. If Macron, who joined the liberal ALDE party family, refused to agree that the EPP could hold the presidency of the European Commission, the Conservatives trust that the popular party Merkel will go through it and develop cooperation with the Social Democrats and the Greens. In such a formation, the Manfred Weber People’s Candidate could get the chair of the Commission, the European Parliament be led by the Greens, and the Council by the Social Democrats, or they could be replaced by the High Representative for Foreign and Security Policy. If, however, it is possible to agree with Macron, the Liberals may be allowed by the Council or Merkel to lead the European Central Bank in a generous way to a French candidate, even though the Germans are applying for it. He can count on Macron – he wrote – and he started an aggressive campaign to win the Social Democrats. The chairman of the committee should be nominated by the Council for the first time, but the EPP is not too good among the heads of state and government of the member states, said Politico. Today, progress is likely to be made in the sharing process, as government leaders in Brussels, representing the People’s Party, the Social Democrats and the Liberals, are the leaders of each party.
