– Legyünk igazságosak: Horvátország a nyárig valószínűleg nem tudja lezárni a csatlakozási tárgyalásokat, de erről Magyarország nem tehet. Románia és Bulgária sem volt képes teljesíteni a követelményeket – ez megint nem a magyar kormány hibája. Ugyanakkor sikerült előrelépni a gazdasági kormányzás, a közös energiapolitika és a közös agrárpolitika területén.

– Valóban kapunk dicséreteket, amiért soros elnökként tető alá hoztunk néhány kényes ügyet. A látszat mégis az, mintha Magyarország büntetésben lenne.

– El kell választanunk a magyar uniós elnökség szakmai programjának értékelését Orbán Viktor kormányának nemzetközi megítélésétől. A soros elnökség sikerét azon mérik le, hogy az adott ország képes-e összehangolni a tagállamok lépéseit. Úgy kell megválasztani a prioritásokat, hogy azok a közösségi célokat is szolgálják. Magyarország ebben jól vizsgázott. Igaz, e célokat a három egymást követő soros elnök – Spanyolország, Belgium és Magyarország kormánya (anno a Bajnai-kormány) – közösen jelölte ki. Az Orbán-kormány érdeme, hogy ezen nem változtatott. A magyar elnökséget mégis beárnyékolja mindaz, ami a hazai politikában történik, s ami éppen a soros elnökség miatt kap a szokásosnál nagyobb figyelmet.

– A keleti partnerségi konferenciát – bárhogy szépítjük is – elvették tőlünk. Ez nyilvánvaló politikai üzenetnek tűnik.

– Így igaz. Magyarországnak fontos a szomszédos térséggel való kapcsolatrendszer, és logikus volt, hogy ha Magyarország a soros elnök, akkor az esedékes csúcsra itt kerüljön sor. Végül nem lett belőle semmi. A hivatalos indok az volt, hogy a tervezett időpontban két másik fontos nemzetközi rendezvény is lesz. A magyar álláspont szerint persze ez nem kudarc, hanem ésszerű döntés. Ám azóta kiderült, hogy ugyanazokban a napokban megtartják a térség államfőinek csúcstalálkozóját – Lengyelországban.

– Úgy tűnik, mindenki jó képet vág a magyar EU-elnökséghez, de azért kiosztják a pofonokat.

– Miután rájöttek, hogy a magyar kormányfő az udvarias jelzéseket nem veszi komolyan, keményebb lépéseket tettek. Kihagyták például abból a tanácskozássorozatból, amely a német–francia javaslat alapján a versenyképességi paktumot készítette elő. Viszont a következő soros elnök, Lengyelország kormányfője ott volt. Orbán nem kapott meghívást a Líbiával foglalkozó párizsi csúcsértekezletre sem. „Nagyon sietve készítettük elő” – fogalmaztak udvariasan a franciák. De annyira azért nem siettek, hogy a lengyel miniszterelnököt meg ne hívták volna. A keleti partnerségi csúcs elhalasztása is ebbe a sorba tartozik.

– Orbán a médiatörvény ügyében olyan harcba kezdett Európa ellen, amely nem maradhatott következmények nélkül.

Ezek a lépések ellentétesek ugyanis az Európai Unió normáival és szabályaival, leginkább pedig konkrét jogszabályokba nem öntött értékrendjével. Kijelentette, hogy Magyarország nem csatlakozik a versenyképességi paktumhoz, nem adja fel adófüggetlenségét, nem hajlandó emelni az adómértéket és ezzel rontani a magyar gazdaság versenyképességét. A megállapodás azonban nem az adókulcsok emeléséről, hanem az adóalap-számítás módjának egységesítéséről szól, ami éppenséggel növelné az uniós piacra kilépő magyar vállalatok versenyképességét, vonzóbbá tenné Magyarországot a befektetők számára.

– Pedig Orbán még emelte is a tétet, amikor a magyar függetlenség ünnepén közölte: Magyarország nem fogad el diktátumokat Brüsszeltől.

– Az Európai Unió elsősorban értékközösség. Ennek tudomásulvétele hiányzik a kormányfő gondolkodásából. Ezért is mondta: ő nem az unióban hisz, hanem Magyarországban. Miért állítja szembe a kettőt? Meggyőződésem szerint nem csupán azért csatlakoztunk, mert valamiféle költség-haszon számítást végeztünk, és arra jutottunk, hogy több az előnye, mint a hátránya.
