Üdvözlendő, hogy emelkedőben van a pénzmosási ügyekben indított eljárások száma Magyarországon, azonban a jelenleginél is határozottabb fellépésre lenne szükség a hatóságok részéről – emelte ki szerdai jelentésében az Európa Tanács pénzmosás elleni bizottsága (Moneyval).

A Moneyval szakemberei azt értékelték, hogy a 2010-ben elfogadott legutóbbi jelentés óta mennyiben felelt meg a magyar hatóságok tevékenysége a pénzmosás és a terrorizmus finanszírozása elleni nemzetközi sztenderdeknek. Bár a bizottság jelentése elismeri, hogy az illetékes magyar szervek tudatában vannak a pénzmosás jelentette számos fenyegetésnek, arra figyelmeztet, hogy ezekről részletesebb elemezést kellene készíteni.

Mint írták, a pénzmosás elleni küzdelem nem számít “prioritást élvező célkitűzésnek” Magyarországon.

A pénzmosási ügyekben indított vádemelések száma nem áll arányban a Magyarországon azonosított kockázatokkal és veszélyekkel.

A hatóságoknak a pénzmosás minden formája ellen ugyanolyan hatékonysággal kellene fellépniük, márpedig mindössze korlátozott számban foglalkoznak a “strukturált” pénzmosási módszerekkel – olvasható a kommünikében.

A bizottság mindemellett megállapította, hogy a magyar szervek nagyrészt hatékony rendszert működtetnek, ami különösképpen a Nemzeti Adó- és Vámhivatal központi hivatalának szervezetében működő Pénzmosás Elleni Információs Iroda tevékenységének köszönhető. A Moneyval arra is kitért, hogy az érintett hatóságok hatékonyan vesznek részt a nemzetközi együttműködésben.

A jelentésben felszólították Magyarországot a még fennálló jogi akadályok elhárítására annak érdekében, hogy teljes mértékben büntethetővé tehessék a terrorizmus finanszírozását.

A közlemény szerint a szervezet javaslatot tett olyan bűnüldözési részlegek felállítására, amelyeknek a terrorizmus finanszírozása elleni harc lenne a feladata. Magyarországnak jövő év decemberében kell majd jelentést készítenie a strasbourgi székhelyű, 47 országot tömörítő Európa Tanács pénzmosás elleni bizottsága által tett javaslatok végrehajtásáról.
