7-es cikkely: meghallgatások sorát sürgetik a finnek((Article 7: a series of hearings for the Finns

Hétfőn újra terítékre kerül az EU Tanácsában a magyarországi jogállamiság helyzete, és lapunk értesülései szerint a “számonkérés” felgyorsul.

Először kerül sor meghallgatásra holnap a magyarországi jogállam helyzetéről az uniós tagállamok miniszteri szintű döntéshozó fórumán, az EU Tanácsában. A kormányközi fórum mostanáig rövid és kötetlen vitákat tartott a témáról a tavaly szeptember óta tartó 7. cikkelyes folyamat keretében. Az üléseket idén július óta elnöklő Finnország azonban egyik legfontosabb feladatának tekinti a jogállam megerősítését a tagállamokban, és szeretné felgyorsítani az eljárást. Brüsszeli források a Népszavának azt mondták, hogy a finn soros EU-elnökség a decemberig hátralévő hónapokban további meghallgatásokat tervez egy-egy kiemelt témáról. A szeptember 16-i tanácsülésen a miniszterek általános vitát fognak folytatni a folyamatot elindító európai parlamenti állásfoglalás megállapításairól. Az úgynevezett Sargentini-jelentés 12 pontban foglalta össze a jogállammal kapcsolatos aggályokat, és ezek mindegyike terítékre kerülhet a hétfői tanácskozáson. A finn EU-elnökség szándékai szerint az első eszmecsere jó alkalom lesz arra, hogy kiderüljön, mik azok a kérdések, amelyeket a továbbiakban alaposan körül kell járni. A meghallgatáson a soros EU-elnök képviseletében Tytti Tuppurainen EU-ügyi miniszter először beszámol az eljárást kezdeményező Európai Parlamenttel folytatott konzultációiról. A tárcavezető szeptember elején találkozott az EP állampolgári jogi bizottságának elnökével, Fernando López Aguilarral és a téma parlamenti előadójával, Gwendoline Delbos-Corfield képviselővel, aki Judith Sargentinit követi a poszton. A megbeszélésen részt vett a következő két soros EU-elnökség, a horvát és a német képviselője, közölte egy magas rangú uniós diplomata újságírókkal. Mint korábban beszámoltunk róla, az EP képviselői a kezdetektől fogva szeretnék bemutatni jelentésüket a hivatalos tanácsülésen, de a miniszterek ezt határozottan ellenzik. Információink szerint López Aguilar a soros EU-elnöknek írt levelében nehezményezte, hogy a képviselő-testületet ismét kihagyják a folyamatból. Tytti Tuppurainen 20 percesre tervezett bevezetőjét követően Varga Judit igazságügyi miniszternek legalább egy órája lesz arra, hogy kifejtse a magyar álláspontot. Ezután a tagállamok legfeljebb két-két kérdést tehetnek fel két percben, amit egy maximum 10 perces válasz követ. További pótlólagos kérdések megválaszolása és az Európai Bizottság illetékes alelnökének, Frans Timmermansnak 10 percesre korlátozott felszólalása után ér véget a meghallgatás. A Magyarországról szóló napirendi pont mellett, a huszonnyolc miniszter nyilvános vitát fog folytatni arról, hogyan lehet elősegíteni a jogállam tiszteletben tartását valamennyi tagállamban. Szóba kerül hétfőn az EU 2021-ben kezdődő hétéves költségvetésének az előkészítése is. A finnek határozott célja a jogállam és az uniós kifizetések összekötése. A tárgyalások állásáról egy magasrangú uniós diplomata azt mondta, hogy a soros elnökség hamarosan összegzi a témával kapcsolatos kétoldalú egyeztetéseket. Valószínűnek mondta, hogy a feltétel jogszabályba foglalásáról az állam- és kormányfők fognak dönteni a tárgyalási folyamat legvégén. “A jogállam és a büdzsé összekötése az uniós költségvetés védelmét, a pénzek szabálytalan elköltésének megelőzését szolgálja, és nem szankciókról szól” – tette hozzá.

Bevándorláspárti bosszúállók mindent megtesznek Magyarország ellen az új Európai Parlamentben, és erről szól a hétfői brüsszeli meghallgatás is – mondta Kovács Zoltán nemzetközi kommunikációért és kapcsolatokért felelős államtitkár a Kossuth Rádió Vasárnapi újság című műsorában. A politikus kitért arra is, hogy Magyarország bizalommal tekint az új bizottsági elnökre, Ursula von der Leyenre, de a következő hónapokban, években dől el milyen lesz a viszony. MTI

On Monday, the state of the rule of law in Hungary will be discussed again in the Council of the EU and, according to our information, the “accountability” will accelerate.

The first hearing will take place tomorrow on the state of the Hungarian rule of law at the ministerial decision-making forum of EU Member States in the EU Council. Until now, the Intergovernmental Forum has held brief and informal discussions on the subject in the framework of the Article 7 process since September last year. However, Finland, which has chaired the meetings since July this year, regards strengthening the rule of law in the Member States as one of its most important tasks and wants to speed up the procedure. Sources in Brussels told the People’s Presidency that the Finnish EU Presidency is planning to hold further hearings on a number of key topics in the months to December. At the Council meeting on 16 September, ministers will hold a general debate on the findings of the European Parliament resolution launching the process. The so-called Sargentini report summarized the concerns about the rule of law in 12 points, all of which could be discussed at Monday’s hearing. The Finnish EU Presidency intends that the first exchange of views will be a good opportunity to identify the issues that need further consideration. At the hearing, the EU Presidency, represented by the EU Presidency, Tytti Tuppurainen, will for the first time give a briefing on the European Parliament’s initiating proceedings. The head of the ministry met in early September with EP Chairman of the Committee on Civil Liberties, Fernando López Aguilar, and Gwendoline Delbos-Corfield, parliamentary speaker on the subject, following Judith Sargentini. Following a 20-minute introduction by Tytti Tuppurainen, Judit Varga will have at least one hour to express the Hungarian position. Member States may then ask for a maximum of two questions per two minutes, followed by a maximum of 10 minutes. The hearing will close after further questions have been answered and the European Commission Vice-President responsible, Frans Timmermans, will be limited to 10 minutes. In addition to the item on Hungary, the twenty-eight ministers will hold a public debate on how to promote respect for the rule of law in all Member States. On Monday, preparations will also be made for the EU’s seven-year budget starting in 2021. The definite purpose of the Finns is to link the rule of law with EU payments. On the state of the talks, a senior EU diplomat said that the rotating Presidency would soon sum up bilateral talks on the issue. He said it would be up to the Heads of State and Government to decide whether to introduce the condition into law at the very end of the negotiation process. “Linking the rule of law and the budget serves to protect the EU budget, prevent the misappropriation of money and is not about sanctions,” he added.
