A lapunk birtokába jutott feltételes ütemezés szerint november 14-ike után tarthatják a meghallgatásokat.

Nem kerül sor tárcacserére, Várhelyi Olivér magyar biztosjelölt megtarthatja a bővítési és szomszédságpolitikai tárcát — erősítette meg a Népszava kérdésére Ursula von der Leyen szóvivője azután, hogy a megválasztott bizottsági elnök a román kormány által szerdán jelölt Adina-Ioana Valeanra bízta a közlekedési portfóliót. Ezzel teljesülni látszik Orbán Viktor eredeti szándéka, bár a magyar EU-nagykövetből biztosjelöltté előlépett Várhelyire még nehéz órák és napok várnak az Európai Parlamentben. A képviselő-testület balliberális frakciói élesen bírálják, hogy a jogállamot veszélyeztető lépései miatt 7. cikkelyes eljárás alá vont magyar kormány választottja kérje számon a demokrácia és az emberi jogok betartását a csatlakozni vágyó, illetve a szomszédos országokon. Von der Leyen listájáról már csak a brit nemzetiségű tag hiányzik. Ha Boris Johnson kormányfő tartja magát az elhatározásához és nem küld jelöltet Brüsszelbe, akkor a tagállamok képviselőiből álló EU Tanácsnak kell eldöntenie, hogy enélkül is jóváhagyja-e a jelöléseket. Amennyiben a kormányközi döntéshozó testület nem határoz, akkor az Európai Parlamentre vár, hogy kimondja a végső szót: 27 taggal is megszavazza-e az új Európai Bizottságot. Ez azzal a kockázattal jár, hogy döntése megtámadható lesz az EU Bíróságán. A hatályos jogszabály szerint a biztosi testületnek annyi tagból kell állnia, ahány tagállama van az Európai Uniónak. Az Egyesült Királyság január 31-ikéig még tagja a közösségnek. Miután az EU Tanácsa formálisan jóváhagyta a biztosjelölteket, sor kerülhet európai parlamenti meghallgatásukra. Ennek első lépéseként az EP jogi bizottsága (JURI) megvizsgálja a vagyonbevallásukat és megállapítja, hogy fennáll-e bármilyen pénzügyi összeférhetetlenség. A tervek szerint a JURI november 12-ikén, szükség esetén 13-14-ikén értékeli a három már megnevezett jelöltet. A lapunk birtokába került feltételes menetrend szerint a meghallgatásukra november 14-ikén, illetve azt követően kerülhet sor a parlamenti szakbizottságokban. Várhelyi Olivért az EP külügyi bizottsága fogja kikérdezni. A bizottsági elnökök testülete november 19-ikén értékelné a meghallgatások eredményét, a házbizottság pedig 21-ikén hozna döntést az eljárás befejezéséről, feltéve, hogy nem kell pótmeghallgatásokat rendezni. Ha sikerül tartani a szoros menetrendet, akkor az EP plenáris ülése november 27-ikén szavazna az Európai Bizottságról, amely december 1-jén lépne hivatalba.

According to our conditional schedule, hearings will be held after November 14th.

No change in portfolio, Hungarian Commissioner-designate Olivér Várhelyi can hold portfolio on enlargement and neighborhood policy – Ursula von der Leyen’s spokeswoman for the People’s Word confirmed after the elected commissioner entrusted transport portfolio to Romanian government candidate Adina-Ioana Valeano on Wednesday. This seems to fulfill Viktor Orbán’s original intention, although Várhelyi, who has been promoted from Hungarian ambassador to the EU, has yet to face difficult hours and days in the European Parliament. The parliamentary electorate subjected to Article 7 because of its actions undermining the rule of law has been vehemently criticized by the liberal factions of the House of Representatives for demanding respect for democracy and human rights in candidate and neighboring countries. Von der Leyen’s list only includes members of British nationality. If Prime Minister Boris Johnson sticks to his decision and does not send a candidate to Brussels, then the EU Council, made up of representatives of the Member States, will have to decide whether to approve the nominations without it. If the intergovernmental decision-making body does not take a decision, it is up to the European Parliament to give its final say on whether the new European Commission will vote with 27 members. This entails the risk of its decision being challenged in the EU Court of Justice. Under current law, the College of Commissioners must consist of as many members as the European Union has. The United Kingdom is still a member of the community until January 31. Once the Commissioners-designate have been formally approved, the Commissioners-designate may be heard in the European Parliament. As a first step, the EP Legal Affairs Committee (JURI) examines their asset declarations and determines whether there is any financial conflict. It is planned that JURI will evaluate the three candidates already nominated on 12 November and 13-14 if necessary. According to the timetable available to our newspaper, they will be heard in the parliamentary committees on or after 14 November. Oliver Várhelyi will be questioned by the EP Foreign Affairs Committee. The Board of Committee Chairs would evaluate the outcome of the hearings on 19 November and the House Committee would decide on 21 November to terminate the procedure, provided that no additional hearings were required. If the tight timetable is maintained, the EP plenary would vote on the European Commission on 27 November, which would take office on 1 December.
