Orbán csak háttérzaj – mondta a holland kormányfő///Orban is just background noise, the Dutch prime minister said

Orbán diadalittasan ünnepel. Hogy mit ünnepel azt nem igazán tudni, győzelmi tűztáncát csak és kizárólag a “nemzeti büszkeségének megőrzését” ünnepelhette, de ez az a világraszóló siker, amely kizárólag a 93 ezer négyzetkilométeren belül érvényes, ráadásul ott is csak a polgárok mintegy fele érzi magáénak a kormányfő sikerét.

“A tárgyalások sikere azt mutatja, ha összefogunk, semmilyen ellenfél sem győzedelmeskedhet fölöttünk.” – mondta Orbán a lengyel kormányfővel tartott közös sajtótájékoztatóján.

Nézzük ezeket a győzelmeket, hiszen honszerető szívem ezerrel dobogott, ha másért nem, hát azért, hogy az országgyűlési 113 hősének határozata győzelemre vezesse Miniszterelnökünket. (Különös tekintettel a nagy hármas – Kövér, Simicskó, Kocsis – irányt mutató tervezetére.)

“Le kell állítani 7-es cikkely szerinti eljárást a magyar kormány ellen még az uniós költségvetés elfogadása előtt”

Nem teljesült. Ilyenről szó sincs az elfogadott szövegben és azt a hazugságot, hogy ezt Merkel megígérte Orbánnak, a német kormányszóvivő már cáfolta. A költségvetést a Tanács a maga részéről elfogadta, a 7-es cikkely szerinti eljárás pedig tovább folyik.

“Nem lehet az uniós pénzek lehívását jogállami feltételekhez kötni”.

Nem teljesült. A határozat 22-es és 23-as pontja kimondja, hogy tiszteletben kell tartani a jogállami alapelveket (és az uniós alapszerződésében foglalt alapelveket is). Aki ezt nem teszi azzal szemben az Európai Bizottság javaslata alapján eljárás indul és a Tanács minősített többséggel dönthet a támogatás megvonásáról. Vagyis a 27 tagállamból 15-nek a támogatása kell ehhez, ami ma bőven megvan. Azt sem érte el Orbán, hogy ebben vétójog lehessen (a lengyel miniszterelnök reggel ugyan ezt hazudta egy nyilatkozatában, de attól még nem igaz).

Hogy ne csak a kommentár tagadja a dicshimnusz cáfolatát nézzük az egyezmény szövegének idevonatkozó 22. és 23 pontjának fordítását. Itt található a teljes dokumentum.

22. Az Unió pénzügyi érdekeit az uniós szerződésekbe beépített általános elvekkel, különösen az EUSz. 2. cikkének értékeivel összhangban kell védeni.

23. Ezen háttér alapján bevezetik a költségvetés és a Next Generation EU védelmére vonatkozó feltételrendszert. Ezzel összefüggésben a Bizottság intézkedéseket javasol a jogsértések esetére, amelyeket a Tanács minősített többséggel fogad el.

 “A szegények nem kaphatnak kevesebbet a gazdagoknál”.

Nem teljesült. Mivel a gazdasági helyreállítás nem arról szól, hogy általában ki a gazdagabb, hanem hogy kit mennyire ütött meg a vírus okozta gazdasági válság, ezért ezt a feltételt nyilván elvetették. A költségvetésből a tervekhez képest 10 tagállam kapott plusz pénzt (közte pl. a lengyelek, csehek és bolgárok), Orbán egyetlen plusz fityinget sem ért el Magyarországnak.

“ politizáló civil szervetek nem kaphatnak uniós pénzt”.

Nem teljesült. A végleges, elfogadott dokumentum nem törölte az ilyen támogatásokat.

Orbánnak meg kellett szavaznia egy olyan döntést, amelyben egyetlen feltétele, igénye sem teljesült. 

A számok változtak

A kemény ellenállást tanúsító fukar négyes elérte: a 750 milliárd eurós válságkezelő alapból csak 390 milliárd lesz vissza nem térítendő támogatás és 360 milliárd kölcsön. Eredetileg 500+250 volt a megosztás. Az EU hétéves költségvetését változatlanul szavazták meg.

Ja, majd elfelejtettem Orbán sikereként elújságolni, hogy

az eredeti tervekhez képest plusz pénzt csak Lengyelország és Csehország kapott a V4-ek közül, Magyarország egyetlen kialkudott eurót sem kap. 

Mit kaptak a hollandok?

“Ha nem lesz megállapodás, akkor ezért elsősorban a kormányfő holland lesz a felelős”- mondta Orbán Viktor menet közben Rutte miniszterelnökre utalva. Hollandia kormányfője, a fukar négyes vezetőjeként elszántan bírálta a magyar kormány törekvéseit a jogállamiság leépítésére. Végeredményben Hollandia szép summát harcolt ki magának a csúcson: Európa legnagyobb kikötőjének a bevételeiből ezentúl jóval kevesebbet kell befizetnie az EU közös kasszájába!

Ha Orbán ezt győzelemként el tudja adni, akkor nem is benne van igazán a hiba, hanem a médiafogyasztók fülét kell tisztára mosni. Ez az ellenzék dolga, nekik kell megtalálni a hangot a “fogyasztókhoz”. Az első két hang már meg is érkezett, a DK-s Dobrev Klára a párt Európai Parlamentjének képviselője videoüzenetben hallatta hangját.

Orban celebrates triumphantly. What he celebrates is not really known, he could only celebrate his victory fire dance “preserving his national pride”, but this is a world-wide success that is valid only within 93 thousand square kilometers, and even there only about half of the citizens feel the success of the prime minister. .
“The success of the negotiations shows that if we work together, no opponent can win over us.” Orbán said at a joint press conference with the Polish prime minister.
Let’s look at these victories, as my loving heart beat with a thousand, if for no other reason, so that the decision of the 113 heroes of the parliament would lead our Prime Minister to victory. (Especially with regard to the draft of the big triple – Kövér, Simicskó, Kocsis.)

“Article 7 proceedings against the Hungarian government must be stopped before the EU budget is adopted”

Not fulfilled. There is no such thing in the adopted text and the lie that Merkel promised Orbán has already been refuted by a German government spokesman. The budget has been adopted by the Council for its part and the Article 7 procedure is ongoing.

“The withdrawal of EU funds cannot be made subject to the rule of law.”

Not fulfilled. Paragraphs 22 and 23 of the decision state that the rule of law (and the principles enshrined in the EU Treaty) must be respected. Anyone who does not do so will be prosecuted on a proposal from the European Commission and the Council can decide by qualified majority to withdraw the aid. In other words, 15 of the 27 Member States need the support of this, which is plentiful today. Nor did Orbán reach a veto on this (the Polish Prime Minister lied about this in a statement this morning, but it is not yet true).

To ensure that not only the commentary denies the refutation of the hymn of praise, let us look at the translation of the relevant paragraphs 22 and 23 of the text of the Convention. The full document can be found here.

Compared to the plans, 10 Member States received extra money from the budget (including, for example, the Poles, the Czechs and the Bulgarians), Orbán did not achieve any extra money for Hungary.

“Politicizing NGOs cannot receive EU money”.

Not fulfilled. The final, accepted document did not cancel such subsidies.

Orban had to vote for a decision in which none of his conditions or demands were met.

The numbers have changed
The stingy quartet of hard resistance has reached: out of the € 750 billion crisis management fund, only € 390 billion will be in grants and € 360 billion in loans. Originally, the sharing was 500 + 250. The EU’s seven-year budget has been voted unchanged.

Yeah, then I forgot as an Orbán success to report that

compared to the original plans, only Poland and the Czech Republic received extra money from the V4s, Hungary does not receive a single agreed euro.
What did the Dutch get?
“If there is no agreement, the Dutch Prime Minister will be primarily responsible,” Viktor Orbán said on the way, referring to Prime Minister Rutte. The head of the Dutch government, the leader of the stingy quartet, was determined to criticize the Hungarian government’s efforts to undermine the rule of law. In the end, the Netherlands fought for a nice sum at the top: Europe’s largest port will now have to pay far less of its revenue into the EU’s common coffers!

If Orbán can sell this as a victory, it is not really the fault, but the ears of media consumers must be washed clean. It’s up to the opposition, they have to find the voice for the “consumers”. The first two voices have already arrived, Klára Dobrev from the DK, a member of the party’s European Parliament, heard her voice in a video message.
