A Belügyminisztérium március 14-én hirdette ki a 2023-as szociális tüzelőanyag-pályázatot – emlékeztet keddi közleményében Habitat for Humanity Magyarország. A program ötmilliárdos keretösszege 2018 óta a megemelkedett tűzifaárak ellenére sem bővült. Így a forrás idén csak a tavalyi mennyiség háromnegyedét fedezi. Közben az energiaválság és a magas áremelkedési ütem miatt a rászorulók száma is jelentősen nőtt – közli a civil szervezet.

A 2011-ben indult szociális tüzelőanyag-programot kimondottan szilárd tüzelést használó, rászoruló háztartásoknak szánták. Pályázatot ezen belül csak az 5 ezer főnél kisebb önkormányzatok nyújthatnak be. A magyar lakosság csaknem 40 százaléka fűt fával vagy szénnel. A kizárólagos – tehát nem gáz- vagy villanyfűtés melletti – használat elsősorban az alacsonyabb jövedelmű háztartásokra jellemző. Közülük értelemszerűen sokan élnek 5 ezer fősnél nagyobb településeken is. A kiírás fura feltételei miatt tehát a nagyobb önkormányzatoknak teljesen saját forrásból kell állniuk a helyben lakó rászorulók esetleges téli tüzelőtámogatását.

A tűzifa ára az elmúlt évtizedben több mint megháromszorozódott. A KSH adatai szerint az emelkedés csak a tavaly júliusi rezsicsökkentés-változás bejelentése és 2023 februárja között 77 százalék. A fő ok a hirtelen megnövekedett kereslet: az átlagfogyasztás feletti gázfelhasználást ugyanis sokan fatüzeléssel igyekeztek kiváltani.

A Habitat for Humanity Magyarország már tavaly augusztusban a szociális tüzelőanyagtámogatás keretének lényeges emelésére kérte a kormányt, valamint a belügyi és az agrártárcát. Bár ez nem történt meg, a kabinet indított egy, hangsúlyozottan nem szociális alapú, hatósági áras tűzifaprogramot. Ez ugyanakkor még tovább rontotta a rászorulók helyzetét, akik a hatósági áras tűzifaprogramban a legkevesebb eséllyel vehettek részt. Ráadásul a nagy érdeklődés miatt az állami erdészetekre nehezedő nyomás is nőtt.

A múlt héten közzétett pályázatban a rögzített egységárak a keményfáknál 31, a lágy típusok esetén 36, a szén tekintetében pedig 33 százalékos növekedést mutatnak. A változatlan keret miatt így a helyhatóságok körülbelül negyedével kevesebb tüzelőt oszthatnak. Miközben tehát, míg a megélhetés egyre többeknek okoz gondot, az önkormányzatok az egy háztartásra jutó mennyiséget, vagy a kedvezményezettek számát mindenképp csökkenteni kényszerülnek.

Kedvező változásként értékelik viszont, hogy a jelentkezési határidőt a megszokott, nyár végi időpontról tavaszra hozták. Így a pályázatokat már május végéig elbírálhatják. Bár ez növelheti a fa kiszáradási idejét, a megfelelő állapot elérése legalább egy évet igényel.

Annak tükrében, hogy a „rezsicsökkentés” 2021-ben 300, 2023-ban pedig már 1500 milliárd forintnyi közpénzt igényelt, a A Habitat for Humanity Magyarország a szociális tüzelőprogram változatlanul rendkívül szűk keretét “felfoghatatlannak” nevezi.

The Ministry of the Interior announced the 2023 social fuel tender on March 14, Habitat for Humanity Hungary reminds in its statement on Tuesday. The program’s budget of five billion has not been increased since 2018, despite the increased firewood prices. Thus, this year the source only covers three quarters of last year’s amount. Meanwhile, due to the energy crisis and the high rate of price increases, the number of people in need has also increased significantly, the NGO reports.

The social fuel program, launched in 2011, was specifically intended for needy households using solid fuel. Only municipalities with less than 5,000 people can submit an application. Almost 40 percent of the Hungarian population heats with wood or coal. Exclusive use – that is, not with gas or electric heating – is primarily typical of lower-income households. By definition, many of them also live in settlements with more than 5,000 people. Due to the strange conditions of the call for tenders, the larger municipalities must cover the possible winter fuel subsidy for the needy living locally from their own resources.

The price of firewood has more than tripled in the last decade. According to KSH data, the increase is 77 percent between the announcement of the overhead reduction change last July and February 2023. The main reason is the sudden increase in demand: many people tried to replace the above-average gas consumption with wood burning.

Already in August last year, Habitat for Humanity Hungary asked the government, as well as the Ministry of the Interior and the Ministry of Agriculture, for a significant increase in the social fuel subsidy. Although this did not happen, the cabinet launched an emphatically non-socially based firewood program at official prices. At the same time, this further worsened the situation of the needy, who had the least chance of participating in the government-priced firewood program. In addition, due to the great interest, the pressure on the state forests has also increased.

In the tender published last week, the fixed unit prices show an increase of 31 percent for hardwoods, 36 percent for soft types, and 33 percent for coal. Because of the unchanged framework, the local authorities can distribute about a quarter less fuel. Meanwhile, as more and more people find it difficult to make a living, local governments are forced to reduce the amount per household or the number of beneficiaries.

However, the fact that the application deadline was moved from the usual end of summer to spring is considered a favorable change. Thus, applications can be evaluated by the end of May. Although this can increase the drying time of the wood, it takes at least a year to reach the right condition.

In light of the fact that the “overhead reduction” required HUF 300 billion in public funds in 2021 and HUF 1,500 billion in 2023, Habitat for Humanity Hungary calls the still extremely narrow framework of the social fuel program “incomprehensible”.
