Szűkös, de a semminél több az a közvetlen uniós támogatás, amely nem a kormányon keresztül érkezik a civilekhez, önkormányzatokhoz – írja a HVG.

A mostani hétéves EU-költségvetés az előzőnél 15 százalékkal több közvetlen, azaz nem a kormányokon keresztül elosztott forrást tartalmaz, ez az összeg hozzávetőleg 280 milliárdról 320 milliárd euróra emelkedett – mondta a lapnak Cseh Katalin momentumos európai parlamenti képviselő.

Ezeknek a pénzeknek az elnyeréséért részben közvetlenül a brüsszeli intézményeknél lehet pályázni, más részüket a 27 tagállamban működő közvetítők osztják el. Ilyen Magyarország esetében az az 1,6 milliárd forint keretösszegű Közös értékeink program, amelynek első kiírására a hétfői határidőig 310 pályázat futott be.

A pénzt az Ökotárs Alapítvány több másik civil szervezettel osztja szét a demokrácia, az emberi jogok és a jogállam mellett elkötelezett civil szervezetek közt. A hosszabb távú projekteket támogató tendert még követi majd egy aktuális problémákra reflektáló akciópályázat is.

Ez a pénzforrás tehát független a jogállamisági viták alakulásától, és nem fog megszűnni, ha azokban sikerül megállapodásra jutni – már csak azért sem, mert ez a konstrukció a többi tagállamban is elérhető. A mostani magyar támogatások a Polgárok, egyenlőség, jogok és értékek (CERV) program keretéből érkeznek; e program tucatnyi alfejezetének többségére közvetlenül az Európai Bizottságnál kell pályázni.

Jávor Benedek, a magyar főváros brüsszeli képviselője felidézte, 2019-es önkormányzati győzelmük után Karácsony Gergelyék megbízásából egy kései időszakban kezdtek azért lobbizni, hogy a már szinte kész uniós költségvetésbe kerüljenek még bele ilyen szabad vegyértékű pénzek. „Ennek az eredménye, hogy sikerült az Európai Városi Kezdeményezés keretét megnövelni, az Európai Hálózatfinanszírozási Eszköz forrásaira pedig már önkormányzatok is pályázhatnak” – összegez, hozzátéve: a következő ciklusban tovább növelnék ezeket a lehetőségeket.

Budapestnek egymilliárd forint értékben vannak folyamatban lévő pályázatai, de vidéki települések is sikerrel pályáztak. Szombathelyen például környezetvédelmi, a főváros VIII. kerületében pedig óvodaprogramra költik az összegeket. Cseh Katalin is fontos sikernek tartja, hogy e forrásokat növelni tudták, és – összhangban az Európai Parlament által elfogadott jelentésével – azt reméli, hogy a büdzsé felülvizsgálatakor a keret tovább nőhet.

Billions come from Brussels by bypassing the government

Direct EU support, which does not come to citizens and municipalities through the government, is scarce, but more than anything, writes the HVG.

The current seven-year EU budget contains 15 percent more direct resources than the previous one, i.e. resources not distributed through the governments, this amount increased from approximately 280 billion to 320 billion euros, current member of the European Parliament Katalin Cseh told the newspaper.

In order to receive these funds, you can partially apply directly to the institutions in Brussels, while others are distributed by intermediaries operating in the 27 member states. In the case of Hungary, this is the HUF 1.6 billion Our Common Values program, for which 310 applications were submitted for the first call by Monday’s deadline.

The Ökotárs Alapítvány distributes the money with several other NGOs among NGOs committed to democracy, human rights and the rule of law. The tender supporting longer-term projects will be followed by an action tender reflecting on current problems.

This source of money is therefore independent of the development of the rule of law disputes, and will not cease if an agreement is reached in them – not least because this scheme is also available in the other member states. The current Hungarian grants come from the framework of the Citizens, Equality, Rights and Values (CERV) program; the majority of the dozens of subsections of this program must be applied for directly at the European Commission.

Benedek Jávor, the representative of the Hungarian capital in Brussels, recalled that after their 2019 municipal victory, on behalf of Gergely Karácsony, they started lobbying at a late stage to include more free-value money in the already almost finished EU budget. “The result of this is that we managed to increase the scope of the European Urban Initiative, and local governments can now apply for European Network Funding Funds,” he concludes, adding: they would further increase these opportunities in the next cycle.

Budapest has ongoing tenders worth HUF one billion, but rural settlements have also successfully applied. In Szombathely, for example, environmental protection, the capital VIII. and in his district, the funds are spent on a kindergarten program. Katalin Čeh also considers it an important success that they were able to increase these resources, and – in accordance with the report accepted by the European Parliament – she hopes that the framework can be increased further when the budget is revised.
